Horizon Development WestEdge

S&ME was retained by the Horizon Project Foundation (HPF) to provide initial due diligence assessments of the approximate 25-acre former landfill on Peninsular Charleston fronting the Ashley River. Our initial services for HPF included a Phase I Environmental Site Assessment, geotechnical exploration, cultural resources survey, threatened / endangered species assessment, and wetlands identification, delineation, and survey. S&ME has since been contracted by Gateway, the private developer of Horizon (now known as WestEdge), to provide design-level environmental consulting services and geotechnical engineering.  

Our services for Gateway Development and South City Partners have included environmental consulting and geotechnical exploration. S&ME has since been contracted by the private developer of Horizon (now known as WestEdge) to provide design-level environmental consulting services and geotechnical engineering.  

As part of S&ME’s VCC services, we drafted assessment reports and management plans for SCDHEC review and approval. The management plans have included media management plans, corrective measure plans, stewardship plans, and vapor mitigation plans on the various WestEdge development parcels (99, 10, and 22 WestEdge). The plans are required under the terms of the VCCs to describe the protocol for handing contaminated soil, groundwater, debris, and landfill gas emissions during construction and occupancy of the planned development.
